Core Implementation Message
A phased 25 km² master plan, anchored inland.
The 5×5 km site in Al Dhafra plugs directly into the Shuweihat power and desalination complex and the E11 logistics corridor. Phase 1 begins as a compact inland core — clear of the coastal restricted zone — and expands westward through four phases into a full global pharma park.

Inland Core Anchor
Compact eastern core adjacent to the E11 and the Shuweihat power & desalination complex. Generic manufacturing, QC labs, utilities spine and logistics gateway. Clear of the airstrip and coastal restricted zone.
Natural Medicine Expansion
Westward expansion adds the herbal, ayurvedic and nutraceutical cluster, expanded R&D, cold-chain warehousing and the first solar field tied into the Shuweihat grid.
Biotech & Sterile Zone
Sterile injectables, IV fluids and biotechnology zone with dedicated WFI loops, plus worker housing and a training campus connected to Ruwais town services.
Global Pharma Park
Full activation of the 5×5 km master plan: pharma university, medical devices, international tenant park and the global export logistics hub fronting the E11 corridor.
