Future Plan · Al Shuwaihat Site

A phased 25 km² master plan, anchored inland.

The 5×5 km site in Al Dhafra plugs directly into the Shuweihat power and desalination complex and the E11 logistics corridor. Phase 1 begins as a compact inland core — clear of the coastal restricted zone — and expands westward through four phases into a full global pharma park.

Phase 1 · Year 1–3~1–2 km²

Inland Core Anchor

Compact eastern core adjacent to the E11 and the Shuweihat power & desalination complex. Generic manufacturing, QC labs, utilities spine and logistics gateway. Clear of the airstrip and coastal restricted zone.

Phase 2 · Year 3–6+5–7 km²

Natural Medicine Expansion

Westward expansion adds the herbal, ayurvedic and nutraceutical cluster, expanded R&D, cold-chain warehousing and the first solar field tied into the Shuweihat grid.

Phase 3 · Year 6–8+8–10 km²

Biotech & Sterile Zone

Sterile injectables, IV fluids and biotechnology zone with dedicated WFI loops, plus worker housing and a training campus connected to Ruwais town services.

Phase 4 · Year 8–10Full 25 km²

Global Pharma Park

Full activation of the 5×5 km master plan: pharma university, medical devices, international tenant park and the global export logistics hub fronting the E11 corridor.

Power & Water

Tap Shuweihat S1/S2/S3 — 4,500+ MW and ~200 MIGD desalinated water next door.

Regulatory Path

Zone designation via KEZAD / AD Ports partnership — 100% foreign ownership, GCC duty-free.

Phased De-Risking

Phase 1 core bankable on its own; later phases unlock as anchor tenants commit.
